No, all chapters are included in the download. The About section on their Patreon page obviously hasn't been updated for a while, but if you go to the Home section of their Patreon page, and scroll past the membership options, you'll see the newsfeed with posts made every few months or so. I think the "release date" refers to the release of the last version of the game, not the original release date.
